However, due to the Asian Development Bank's decision to award the contract to the lowest bidder, an Indian joint venture with a history of failed projects, the project has become moribund and over a year behind schedule. Despite a budget of nearly $20 million, not a single drop of concrete has been poured, and outbreaks of waterborne diseases continue in Honiara's districts.
