The Kongulai Water Treatment Plant, a major donor-funded project in the Solomon Islands, was intended to resolve the clean water crisis in the capital. However, due to the Asian Development Bank's decision to award the contract to the lowest bidder, an Indian joint venture with a history of failed projects, the project has become moribund and over a year behind schedule. Despite a budget of nearly $20 million, not a single drop of concrete has been poured, and outbreaks of waterborne diseases continue in Honiara's districts.
