The front door is an online "financing check" self-assessment for entrepreneurs at invest-nl.nl/en/our-approach/financing/funding-check, after which you contact a named investment specialist listed on the relevant page. Companies that pass the criteria then go through a stated six-step process.

Worth knowing. Their own criteria rule out most startups: they finance between 5 million and 50 million euros, they state "we do not finance companies in the seed phase", and they provide at most 50 percent of the risk capital, so a private co-investor has to be in place first. Impact must be visible in the Netherlands. Below 5 million they redirect you to the regional ROMs. It is a state participation with the Ministry of Finance as sole shareholder, not a government grant body, and their site is explicit that it is "not a government fund".
